Insert a button that allows you to see if their is construction active in the city from the map view

Reason
It is annoying for me to have to go into the city overview to find out if and what the city is building
Details
add a button which is the same as the unit building, trade and movement buttons in which you can hover your cursor over it to see what is happening. This button will be a building construction button right next to the trade button. there is already room there to add it. If you click this button and have the administrator then it will open the construction overview.

It is a pain to go to the overview everytime to see which construction is going on especially when owning several cities.
