Activate Building Mode

When I try to do this by clicking on the hammer icon, portons of the screen blank out rendering it unusable. eventually the whole screen goes blank.
F can get round it by going via the senate, but it is a nuisance.

This has happened to me, but usually I just unpress the hammer button, and press it again, and it works...
