I think we are reading different "Studies"
However, as you know, the Earth is not a circular object, but more of a... "Soccer ball with a few bumps on it"
With that in mind, the 24 hour cycle that was call a "day" is not entirely accurate,.. more like 23.93 hours
That being said, it is necessary to "adjust" the time in order to account for this difference.
While it certainly does "Mess with people's sleep cycles", and "Cause car accidents and heart attacks", it is a necessary burden that we undergo each year to maintain a relative sense of normalcy with regards to the earth's rotation
