Lucky I got attacked once by miknel just getting a feel for the island. I wasn't even top of his list! :(

Noo... but if you from one day to the other (pact or not) attack an alliance revolt let's say 100 cities because they weren't prepared... That wouldn't be possible were you to "announce" the war first.

True. Idk some alliances like surprise attacks others don't.
